Shinobu is featured in Nisemonogatari far more prominently than in Bakemonogatari, and she actually becomes an important character by that point, so watching Kizumonogatari before Nisemonogatari is not absolutely essential, but is probably recommended to understand the past relationship between Shinobu and Araragi, which is built upon in Nisemonogatari. The original light novels have an unreliable narrator, and this is obviously not easy to portray when the material is moved to a visual medium. Not as playful, subversive of expectations, or pseudo-philosophical or sometimes even philosophical as some dialogue segments could become in other entries.

The dialogue isn't as meandering as those who have seen other Monogatari entries would expect, and it's really quite straightforward. On the other hand, this one is more dialogue heavy and has more humor, often of a lewd or "fanservicey" nature. This second film is about as stylish as the first one, but I can't help but feel the framing of scenes is often worse and the environments are a bit more bland. I laughed just as much hearing these names for the first time as I did writing them just now. Araragi squares off against the vampire hunters introduced in the first film: Dramaturgy, Episode, and Guillotinecutter. This one is the more enjoyable of the two so far, even if much of the great atmosphere of the first is lost because this one focuses so heavily on fight sequences and has more dialogue. There's really not much more to add here that I didn't already say in my review for part 1.
